Dear Contributors of the Chinese Consolidated Benevolent Association in Victoria,
Thanks for your great contributions to help appease, with the united efforts in Guangdong and Hong Kong, the high raising price of rice and subsequent turmoil in Guangdong Province from February to September last year. Unfortunately, when the autumn harvest approached, there was flood around Luo Ding County area, where famine ran amuck consequently. From spring this year on, the price of rice is even higher than last year. Now the price is raised day by day because of the restriction of rice from the neighbor provinces, causing popular anxiety. The authorities and merchants discussed on the situation over and again. It is decided that funds shall be raised from both public money and contributions to relieve the people in the stricken area as we did last year. In the past few days representatives of the Provincial Chamber of Commerce and all the business trades, and Directors of all the charity organizations came to our place for meetings. All of them say it is a more severe situation, with a wider inflicted area and deeper harmed business environment, than last year. Greater efforts shall be devoted to appealing contributions since it is not long from contributions last year. On March 11th a telegram is sent to you signed by all the parties involved for appealing contributions. It is an issue of saving the lives of starved people, and more, an issue that concerns the security of the overall situation. We sincerely hope that you can try your best to contribute and help appeal for contributions from all who are willing to.
