Problem of enforcement of law
re [regarding] trespass on another mans line
came up for discussion. Also
Royalty. The suggestion of a 4%
ad valorem royalty on all furs
to be based on mean fur sale
value of previous year. This
seems to me to be a poor suggestion
as it will leave a low price
year to pay for a high years
Royalty. I think a ten year
price average would be a
far more satisfactory basis
for Royalty calculation.
I got the impression that the
Trappers Assoc [Association] was, led by the
whites, more or less forcing the
registration program and that only
some of the natives got the idea.
5 years residence on an area is
being used as a criterion for
allocating lines, while many of
the natives had not lived 5 years
in any area, but had lived in
the delta for a long time.
The problem of the right
to maintain cabins already on
other areas for the purpose
of getting fish. Also the right
of entrance for hunting
caribou came up.
