  • R E S O L U T I O N In order to correct any misunderstanding which may prevail and to define more clearly the policy of the Board of School Trustees, BE IT RESOLVED: 1. That the special School comprising accommodation at Rock Bay, King's Road and Railway Street be used: (a) To conduct classes for all pupils whose limited knowledge of the English language is causing retardation to themselves as well as interfering with the satisfactory progress of other pupils in the same class (b)To relieve congested classes at the North Ward, Quadra Street Primary, George Jay, Spring Ridge and Central schools by assigning to classes at King's Road and Railway street pupils who reside within reasonable distance of these schools. As special emphasis be given to the teaching of English in above special school, the Board will assign to these classes pupils who they consider will benefit most. 2. That all primary pupils (First and Second. Primers) above the age of ten years whose retardation is due to imperfect knowledge of the English Language be assigned to the special class at Rock Bay School. Further, primary pupils of all ages who cannot speak English may be assigned to the above class. 3. That no pupil will be admitted to the graded schools who cannot pass a satisfactory test in the English language but such pupil will be assigned to the above Special School. 4. The following pupils will be excluded from the graded schools except under special permission from the Board of School . Trustees: - (a) All junior grade pupils who have passed their sixteenth birthday. (b) All Intermediate and senior grade pupils who have passed their seventeenth birthday. 5. That as far as possible, the English language only be spoken at all schools and particularly on the playgrounds.
