Trappers now holding areas in the Delta - including MacPherson but not Arctic Red. are: 30 whites, 97 Eskimo 70 Indians 22 half breed Indians, 8 half breed Eskimo An additional 5 whites, 2 Eskimo + 7 half breed Indians are without areas, many are very new in the area + do not qualify. The people at Arctic Red are complaining bitterly about exclusion from the Delta while they have a very productive country there but it is one necessitating more work as longer portages have to be cut. The problem of Native hunting reserves is an important one. One what basis were they set up. The [word crossed out] Chief Jubies at MacPherson claims that there is no fur on the reserve + little meat Certainly with beaver + marten closed this may well be so. Certainly the Indians here are apparently making little use of the reserve. Possible solution is to announce a 6 mos [months] period in which Indians can apply for lines in the reserve, then throw it open for registration by others.
