Soils. The lowland area in Greater Victoria is covered by material originally deposited in the sea. Most land more than 85 metres above sea level is covered by coarse textured glacial deposits. Soils developed from glacial and marine deposits have contrasting properties influencing the distribution of native plants. Ken Josephson. Cartographer. Vegetation. The Victoria region has the lowest rainfall in Canada in midsummer. Those trees and plants which are not adapted to drought do not thrive in this area.
