  • Oceans as Sources of Law Research by Andrew Ambers (‘Namgis & Ma’amtagila Nations) Kwakwaka’wakw scholar and JD/JID candidate Andrew Ambers advocates for legal recognition of Indigenous rights to oceans, submerged lands, and foreshores, and highlights global Indigenous internationalisms that connect Indigenous legal traditions to international law and ocean governance. Challenging colonial legal frameworks that see water as empty space, Andrew argues for recognizing water as a living source of law central to coastal Indigenous governance, sovereignty, and international diplomacy. Through projects like “Oceans as Sources of Law” and publications on Kwakwaka’wakw law and aquatic Aboriginal title, he envisions a legal order that recognizes marine rights and honours Indigenous international law, as his people have always done. What if Canadian law understood water as law—not property?
