Poster subtitle: The July 21st Workers' University of Shanghai Machine Tool Factory goes forward in battle. Top left box: Quotation from Chairman Mao: Universities should be set up, and what I mean here is principally scientific and engineering Universities, but school terms should be shortened. Education needs a revolution, needs to have proletarian politics in command, and follow the path of the Shanghai Machine Tool Factory in training techinicians. We should select students from among workers and peasants with practical experience, and after studying for a few years, they should go back to production practice.

[slogan at top reads] Diligently study the theory of the dictatorship of the proletariat [Mao quotation] We must be clear why Lenin said to impose dictatorship on the bourgeoisie. The whole nation must know that if this question is not clear, we will turn to revisionism. [on railway worker's bag:] Serve The People.
