- 1858 Map by Joseph Despard Pemberton Surveryor General of British Columbia. 28 T 2 Victoria Town. By 1958, the area known today as the University of Victoria, Gordon Head Campus, was comprised of five large sections of land. Joseph Despard Pemberton 1831-1893 Colonial Surveyor British Columbia Archives and Records Service HP4578. A native of Dublin Ireland, Pemberton had many interests - surveyor, farmer, rancher, author and statesman. He played a key role in teh development of Greater Victoria. J.D. Pemberton was appointed Surveyor General of British Columbia and was a member of the First Legislative Assembly of Vancouver Island. He later became a member of the Legislative Council of British Columbia before retiring to form his own company Pemberton and Son - a Precursor to Pemberton Holmes - one of Victoria's oldest real estate firms. Joseph William McKay, SA Spencer Photographer. McKay was Metis and one of the first to purchase campus property - Section 44, 1,162 acres for $4,316. In 1856, he was appointed to the first - six member Legislative Assembly of Vancouver Island.
