CIVIL ASSEMBLY
This memo is issued in conjunction with the official Japanese Consulate-General notice ordering you to live in the Civil Assembly Centre and cancels all previous notices issued by the British Residents Association and American Association regarding Civil Assembly.
1. Controlling Office:
The Japanese Consulate-General Civil Assembly Office, Church House, 243 kiangse Road, to which are attached B.R.A. and A.A. officials. All enquiries regarding Civil Assembly must be made at this office.
2. Entrance Number:
Entrance numbers will be allotted to every man, woman and child proceeding to a Civil Assembly Centre. Items listed on each of the Property Forms Nos. 1, 2, 3, and 4 referred to hereafter must include the property of all members of a family group.
3. Disposal of Property:
Property is to be disposed of as follows:-
a) Baggage, etc. to be brought to Specified Place on Day of Assembly
See Japanese Consulate General Notification paragraph 3 (A), (a).
Not more than can be comfortably carried by each person. This should include a lockable attache case for money, valuables, passport and important papers.
B) Baggage, etc. to be sent to Specified Place Prior to Entrance to Civil Assembly Centre.
Four pieces of baggage consisting of:-
Bedstead, (single) mattress and bedding, trunks, suitcases or kit bag.
Permits are necessary for the removal of bedstead, mattress and bedding. Permit forms will be provided at the Civil Assembly Office. These must be taken to the appropriate Japanese authorities for approval.
FRENCH CONCESSION – headquarters of Japanese Gendarmerie, Southern Area, Avenue Petain.
SETTLEMENT WEST OF YU YA CHING ROAD AND WESTERN AREA – Headquarters of Japanese Gendarmerie, western Area, 94 Jessfield Road.
SETTLEMENT EAST OF YU YA CHING ROAD – H. I. J. M. Novel office, 27 The Bund.
POOTUNG – The Headquarters of the Japanese Gendarmerie, Pootung Branch, Pootung.
Trunkssuitcases should be locked and the keys retained by the owner. A generalised list must be given on Property Form No. 1 (in duplicate) see paragraph 4 of this memo.
Where possible, owner’s name, nationality, entrance number and Assembly Centre should be painted on each piece of baggage. Otherwise baggage should be adequately labelled.
