- [start clipping] 4 Aldermen Returned, George Wins Seat Alderman Archie Wills led four of five incumbents back into office in the civic elections yesterday as P.E. George, retiring school board chairman, displaced Alderman T. W. Hawkins on the City Council. Those elected for two-year terms and the totals they secured follow: Alderman Archie H. Wills -- 2,323 Alderman D.D. McTavish --2,034 Percy E. George -- 1,966 Alderman J.A. Worthington 1,852 Alderman W. Lloyd Morgan -- 1,592 Other candidates finished in the following order: Alderman T.W. Hawkins -- 1,440 Mrs. Alice E. McGregor -- 1,266 William D. Todd -- 1,139 John Day -- 1,056 Patrick J.P. Sinnott -- 937 It was the second time in succession Alderman Wills had led the poll. Two years ago he gained office by the largest vote ever accorded an alderman in Victoria. The vote was light, as had been expected. Only 3,651 ballots were marked. The lack of a mayorality campaign and school poll reduced interest in the event. Mayor McGavin was returned to office by acclamation when nominations closed last week. Three school trustees, R.H. Green, Mrs. A.S. Christie and Austin Curtis also won two-year terms without contests. RETAIN EXPERIENCE The result of the voting yesterday assured the city of an experienced administration. While Alderman-elect P.E. George is making his first appearance on the City Council, he has served 10 years in the School Board. There was scant change in the position of the aldermen from the first count issued shortly after 7.30. Alderman Wills headed the field with Aldermen McTavish, W.L. Morgan and Worthington bunched with Mr. George right behind. Alderman Hawkins was in sixth place. Succeeding tallies maintained those positions with Alderman Wills increasing his lead and Alderman McTavish showing surprising strength in climbing to second place. Prior to the recount, the preliminary final gave Mrs. Alice McGregor 1,282, a figure good enough to give her seventh place but not good enough to elect her. By a co-incidence, the total added up to 13, the number of years she has been campaigning for office. The figure was revised on the recount. A small crowd watched the progressive count in the chilly Market Building. LESS THAN THIRD VOTE An analysis of the vote showed less than one-third of the 12,681 entitled to the franchise exercised their rights. Fourteen ballots were rejected including one which crops up every year with a brown paper cross inscribed "socialism" pasted to it. Two ballots had writing and marks by which the voters could be identified, nine had too many candidates marked and three were unmarked. The poll was ably conducted under the direction of M.F. Hunter, returning officer, assisted by W. P. Wright and a competent staff. Heading the poll after three two-year terms is an achievement which furnishes its own commentary; he takes his responsibility seriously and has manifested a fearlessness and impartiality in debate - characteristic often too conspicuous by their absence for the public good.
