The nature of wards of the crown
should be better defined. At present
he states that all half breeds are
being given numbers + treated as
natives even over their protest.
A definition should be arrived at
+ the others enfranchised + treated
as white in all matters.
He tells me that the delta Indians
have a slight excess of births over
deaths but the up river bands
are barely maintaining themselves
or are decreasing. He is not aware
of the Eskimo status.
He thinks that one large Eskimo
area would be preferred over
individual areas + thinks that laziness
would prevent overtrapping. I doubt
the success of such an approach
because, for one reason, it leaves
unsolved the prevention of influx
from outside.
Had a session with the RCMP [Royal Canadian Mounted Police]
today. They can give me no data on
population trends in Eskimos.
Dr. [D.B.] Marsh's data would indicate
a fairly steady increase. Since 1945
births have outnumbered deaths at least
