backlog. He thinks that a gov't [government]
fur administrator + clerk should
be appointed here + that the natives
should sell all fur through him.
He would keep an accounting of
the fur brought in + pay so
much at once the remainder after
the sale. Payment would be
on the basis of a 25% deduction
for a savings account against
hard times + so much monthly
This might be expanded into a
full scale gov't [government] operated co'op [co-operative].
[Dr. J.] Harvey feels that in as much as the
majority of the inhabitants are wards
