A paper given at ICOPA III (the 3rd International Conference on Penal Abolition,1987, Montreal, Quebec). Discusses under which conditions civil justice is to be preferred to criminal justice; duscusses civil justice as an alternative to criminal justice based on research into the use and development of a particular type of summary proceedings in Holland with respect to a specific problem field (sexual violence); and, finally, discusses some points related to a possible action programme in this field.
