ABSTRACT: Captain Scotten begins the interview by discussing his early naval careers before beginning as Captain on the PROVIDER. While on a good will mission of the Pacific Ports when they discovered a boat drifting aimlessly in the South China Sea. They eventually embarked 90 refugees onto the vessel. They had several critical cases, including two fatalities on board resulting in burials at sea. They had some difficulty disembarking at Manila who was not accepting refugees at the time due to the influx of refugees in the area. Many crew members developed a bond with the crew and eventually sponsored many families who were resettled to Canada.
