Shows the poster of the Chinese Empire Reform Association of Victoria. Portrait of Guangxu Emperor is in the middle of the top part, portraits of two founders are on two sides. The left one is Liang Qichao(?) and the right one is Kang Youwei. Photos of 27 councilors are underneath. Also shows Chinese characters "旅居加拿大属域多利埠 光绪贰拾捌年仲春浣立" and "會其有極 咸與維新".
