ABSTRACT: Interview with Vice Admiral Jean Yves Forcier Interviewer Jonathon Wolsey November 13th 2007, Victoria B.C. Minutes 120 Vice Admiral J.Y Forcier was born on November 11th 1954; he joined the navy in September 2nd 1972, new generation that jointed after the unification. Joined strait as an officer, as one of a few francophone officers in the Navy. For 7 years was a commander of HMCS Algonquin then was a shore officer, in 1990 was asked to be Deputy Chief of Staff for operations. Had problems with the rules of engagement which was unclear. Planned the exercises and tactics that were going to be used by the Canadian Navy. The Navy was given a role which was uncertain but that was a good thing since it allowed the crew to be flexible. Air threat and mine threat were a big issue with the ships. Vice Admiral Forcier talks about ironing out the issues with training and system use while travelling from Halifax to Gibraltar and then with the French Air Force with Anti Surface Weapon. He talks about the Naval Conference in Bahrain, and then how the operational commanders were invited to his room to map out a rough idea of what each country could contribute to the coalition. He Talks about combining the 3 forces, Army, Navy and Air Force together for the Canadian Forces. After, talks about HMCS Protecteur and the decision to leave the ship but send the crew home and the HMCS Oasis to take their place. Vice Admiral Forcier had to leave the war because he was called back to command HMCS Algonquin. At the end he talks about why this mission was so important to the Canadian Navy and to Canada.
