A 32 page essay on the policy issue of Chinese exclusion legislation. The writer, a political science professor, criticized the U.S. Exclusion laws for its failure to exclude Chinese laborers. He suggested that the Canadian method, by way of imposing a "sufficiently burdensome head-tax", ought to be adopted in order to "keep out undesirable immigrants."
