- Official reply from Mr. Luo, the Chinese Ambassador to England, Italy and Belgium to the Directors of the Chinese Consolidated Benevolent Associations in Victoria and Vancouver

Dear Directors,
I read your report, knowing that the Canadian Parliament is debating on the increase of the rate of head tax levied on Chinese. In June 1889 I got the news from a British newspaper. I protested against it to the British Foreign Ministry repeatedly. Later I received your reports forwarded respectively by the Chinese Foreign Office, the Chinese Minister of Commerce and Mr. Li, the Governor of Guangdong and Guangxi. I argued with the British Foreign Ministry over and again by written letters and in face-to-face meetings. In January this year I delivered an official note to the British Foreign Ministry, who gave a reply, promising to forward my note to the Governor of Canada. The Governor of Canada, in turn, would send my note to his subordinate governments. On the issue of the increase of the rate of head tax levied on Chinese in Canada, I have been trying my best to strive for the abolition of it. I hope you can make full allowance for my difficulties.
