- Veterans Emergency Housing Project. 1946 to 1951. With the return of hundreds of thousands of veterans to Canada there was an acute housing shortage everywhere. From 1946 to 1951, the barracks at the Gordon Head Military Camp were used as temporary emergency housing units. Gordon Head Camp was one of five camps in Greater Victoria providing homes for hundreds of veterans and their families. The emergency housing project was organized and administered by the Citizens Rehabilitation Council of Greater Victoria - a group of dedicated volunteers who established the project. The City of Victoria and the Gordon Head Tenants Association also played a major role in supporting the project.
